Human Resources Ministry Enhances Labor Market, Social Development Integration to Achieve Saudi Vision 2030 Goals
The efforts of the Ministry of Human Resources and Social Development reflect growing progress toward achieving Saudi Vision 2030 objectives by building an integrated ecosystem that combines labor market development and strengthens social development pathways, contributing to empowering individuals, increasing economic participation efficiency, and establishing a vibrant and sustainable society.
This approach aligns with what the 2025 Annual Report of Saudi Vision 2030 highlighted regarding notable progress in economic and social transformation indicators, as structural reforms and national policies contributed to enhancing labor market efficiency, increasing empowerment levels, and expanding the role of volunteer work and the nonprofit sector, reflecting the integration of government efforts to achieve comprehensive development.
The Saudi labor market has witnessed major qualitative leaps, as the ministry continues to achieve its goals through the Labor Market Strategy launched in 2020, with 92% of its targets implemented to create a competitive, safe, and attractive work environment that enhances the role of national talent and protects rights through extensive efforts driven by numerous initiatives, regulations, and policies that have demonstrated early success according to figures and statistics.
Figures showed unprecedented, positive, and exceptional indicators, with the number of Saudis working in the private sector exceeding 2.6 million men and women by the end of 2025, while more than 212,000 citizens joined the private sector during the past year alone. More than 222,000 Saudi men and women benefited from the “Tawteen 2” program.
The unemployment rate among Saudis continued to decline, reaching 7.2% in the fourth quarter of 2025, approaching the vision target of 7%. Women’s empowerment also recorded unprecedented progress in the labor market, reaching 35%, while their share in middle and senior management positions exceeded 43%. These figures and achievements represent a dynamic labor market capable of generating and sustaining job opportunities while expanding and diversifying investment opportunities.
These integrated efforts reflect what the Saudi Vision 2030 report highlighted in achieving progress in indicators of a vibrant society and labor market by empowering individuals, enhancing employment opportunities, and supporting social stability, thereby boosting the competitiveness of the national economy and achieving comprehensive development goals.
The ministry stressed that these achievements represent an extension of an institutional approach that places people at the center of development, invests in their capabilities, and enhances their role in building a more prosperous and sustainable future, in line with Saudi Vision 2030 objectives.
